পারভেজ সেলিম ।।
সাতচল্লিশ এর দেশ ভাগ মানব ইতিহাসের বড় এক বিপর্যয়ের নাম। একটি মাত্র রাজনৈতিক সিদ্ধান্ত তছনছ করে দিয়েছিল ভারতবর্ষের কয়েক কোটি মানুষের জীবন। যার দগদগে ক্ষত গত ৭৩ বছরেও মুছে যায়নি। কেউ জানে না আরো কত বছর লাগবে এই বেদনার উপর প্রলেপ লাগতে ।
দেশভাগের কয়েক বছরের মধ্যে পূর্ববঙ্গ থেকে প্রায় ৫৭ লাখ হিন্দু ভারতে চলে যায়। ভারত থেকে মুসলমান আসে প্রায় ২১ লাখ। দেশভাগের দাঙ্গায় ও যাত্রা পথে মারা যায় ১০ লক্ষ মানুষ। মুহুর্তেই ১ কোটি ৪০ লক্ষ মানুষ বাস্তুচুত্য হয়েছিল। মানব ইতিহাসে এটাই সবচেয়ে বড় দেশত্যাগের ঘটনা। মানব সৃষ্ট সবচেয়ে বড় বিপর্যয়। যুদ্ধ ছাড়া ইতিহাসে আর কোন ঘটনায় এত মানুষ এভাবে আক্রান্ত হয়নি।
ভারতবর্ষের মানচিত্র ভাগ করা রেডক্লিফ ছিলেন একজন অবসরপ্রাপ্ত বিচারক। যিনি আগে কখনো ভারতে আসেনননি । ভারতের সম্পর্কে তার ধারণা ছিল সীমিত। তিনি যে মানচিত্র ভাগ করলেন তাতে শুধু ভারতবর্ষ ভেঙ্গে গেল না ভাগ হলো তিনটি জাতির ভাগ্য। বাঙালী,পাঞ্জাবী আর ত্রিপুরা। তিনটি জাতি ভেঙ্গে দুটুকরো হয়ে গেল।
১৯৪৭ এর এপ্রিলেও কেউ জানতো না দেশ এভাবে ভাগ হতে চলেছে। অথচ আগস্টে এসে কাঁচি দিয়ে কেটে দুটুকরো আদতে তিন টুকরো করে দিল ভারতবর্ষকে। প্রায় হাজার বছর ধরে একসাথে বসবাস করা মানুষেরা আলাদা হয়ে গেল ইংরেজদের বিদায় লগ্নে ।
সম্প্রদায় ও জাতি দুটো ভিন্ন জিনিষ। সম্প্রদায়কে জাতি হিসেবে দেখানো সাতচল্লিশে অন্যতম বড় নিয়ামক হিসেবে কাজ করেছে। যা ১৯৭১ সালে এসে ভূল প্রমাণিত হয়েছে। মুসলমান বা হিন্দু হচ্ছে সম্প্রদায়। জাতি হিসেব আমরা বাঙ্গালী।পৃথিবীতে কোথাও বাঙ্গালী জাতির দেশ ছিল নাই। তাই দেশহীন জাতির একটি নতুন দেশ হতে পারতো। কিন্তু তা না করে হয়ে সম্প্রদায় ভিত্তিক রাস্ট্রের উদ্ভট চিন্তা করা হয়েছিল। ধর্মভিত্তিক জাতি নিয়ে যে দেশচিন্তা তা টিকসই নয়, সঠিকও ছিল না ।
মুসলমান সংখ্যা গরিষ্ঠ দুইটি ভিন্ন এলাকা নিয়ে একটিমাত্র দেশ বানাতে চেয়েছিল , যাদের ভাষা, সংস্কৃতি দুটোই আলাদা। ধর্মভিত্তিক যে রাষ্ট্রের ধারণা দেয়া হয়েছিল তা ব্যর্থ হয়েছে। মুসলমানেরা জাতি হিসেবে এক থাকতে পারেনি। সারা বিশ্বেও কোথাও পারছেনা।
যদিও এই জাতি ভিত্তিক রাস্ট্র ব্যবস্থার চিন্তাও কোন আধুনিক চিন্তা নয়, তবু যা টেকসই এবং কিছুটা সুবুদ্ধির হতো তা হলো বাঙ্গালী জাতির জন্য আলাদা রাষ্ট্র। সে সময়ের রাজনীতিবিদরা তা চাননি। জনগনেরাও কি চেয়েছিলেন একসাথে থাকতে ? কেউ কেউ চেয়েছেন কেউ কেউ চাননি।
দেশভাগের ফলে কিছুটা লাভবান হয়েছে মুসলমানেররা আর ক্ষতিগ্রস্থ হয়েছে হিন্দুরা। পূর্ববঙ্গে শিক্ষাদীক্ষায়, চাকরিতে হিন্দুরা এগিয়ে ছিল। মধ্যবিত্ত শ্রেনীর মুসলমানেরা তাই দেশ ভাগ চেয়েছিল।রাজনীতিবিদরা এই বৈষম্যটুকুকে কাজে লাগিয়েছে। হিন্দুরা চায়নি দেশ ভাগ হোক। মুসলমানেররা মনে করেছে হিন্দুরা চলে গেলে চাকরি এবং অন্যান্য সুবধাগুলো তাদের দখলে চলে আসবে। তা মিথ্যা নয় হয়েছেও তাই । কিন্তু দেশভাগ না হলে আজ এই বিশ্বায়নের যুগে এসে মুসলমানেরা কি পিছিয়ে থাকতো ? ভারতের মুর্শিদাবাদ জেলায় দিকে তাকালে কিন্তু তা বিশ্বাস করা কঠিন। কিংবা খুলনা জেলার দিকে তাকালে দেখা যায় বাঙ্গালী হিন্দুরা যদি এই দেশেই থাকতো তাহলে কি খুব ক্ষতি হত ? উত্তরটা এখনও বিভক্ত ।
রেডফ্লিক প্রথম যখন ভারত ভাগ করে তখন মুর্শিদাবাদ পড়েছিল বাংলাদেশে আর ভারতের ভাগে পড়েছিল খুলনা। কারন খুলনা ছিল হিন্দু সংখ্যাগরিষ্ট জেলা আর মুর্শিদাবাদ মুসলমান সংখ্যাগরিষ্ট । পরে নিয়ে অনেক জলঘোলা হলে মুর্শিদাবাদকে ভারতে এবং খুলনাকে পূর্ববঙ্গের সাথে যোগ করে দেয়া হয়।
শুধু যে হিন্দু মুসলমানরাই ভাগ হয়েছে তা নয় আদিবাসি, মতুয়াসহ নানা সম্প্রদায়ের মানুষ দেশভাগের সময় জন্মভুমি থেকে বিতাড়িত হয়েছে বাস্তুহারা হয়েছে ।
কয়েক দফায় বাঙ্গালী হিন্দুরা ভারতে গিয়েছে আর বাংলাদেশে এসেছে মুসলমানেররা। ১৯২০ এর পর থেকে প্রায় ছোট বড় দাঙ্গা হত। ত্রিশ এর দশকে তা বেড়ে যায়। সবচেয়ে বড় দাঙ্গা হয় ১৯৪৬ সালে কলকাতায়। ৭২ ঘন্টায় ৪ হাজার মুসলমানকে খুন করা হয় । প্রতিশোধে রক্তাত্ব হয় পুর্ববঙ্গের নোয়াখালি। এবার ৫ হাজার হিন্দুকে কুচুকাটা করা হয় এখানে। শুধু সেই বছরে ৩১৭৬ টি দাঙ্গার ঘটনা ঘটে ভারতেবর্ষে যার বেশির ভাগই কলকাতা আ বর্তমান বাংলাদেশে। দুই দেশ থেকে মানুষ দলে দলে দেশ ত্যাগ করতে থাকে ।
এরপর ৪৭ এই তো দেশই ভাগ হয়ে গেল হিন্দু আর মুসলমানের ভিত্তিতে। তারপরও দাঙ্গা থামেনি। ১৯৫০ এর বরিশাল দাঙ্গা, ১৯৬৪,১৯৬৭,১৯৭১ এবং ১৯৯২ বাবরি মসজিদ ভাঙ্গার সময় দফায় দফায় এই দেশত্যাগ চলতে থাকে। ২০০২ এ গুজরাতের দাঙ্গা কিংবা ২০১৩ সালের মোজাফ্ফরবাদের দাঙ্গায় মানুষ বাস্তুচুত্য হয়েছে । তবে এসব দাঙ্গায় ভারত থেকে যত মুসলমান এসেছে তার চেয়ে অনেক বেশি হিন্দু বাংলাদেশ থেকে ভারতে চেলে গিয়েছে। এখনও যাচ্ছে ।
শুধু যে দাঙ্গায় বাংলাদেশের মানুষ ভারতে চলে গেছে তা নয় আরও অন্য কারনও আছে। তার মধ্যে অন্যতম অর্থনৈতিক কারন । কাজের সন্ধানেও বেশি রোজগারের আশায় অনেকে ভারতে গেছে। পম্মায় নদী ভাঙ্গনও আরেকটি বিশেষ কারন বাংলাদেশের মানুষের নিজের জন্মভুমি ছেড়ে ভারতে গিয়েছিল। তবে সময় পাল্টাচ্ছে । এখনতো বিদেশিদের মধ্যে সবচেয়ে বেশি ভারতীয়রাই বাংলাদেশ চাকরির জন্য আসছে তবে সেই আসা দেশ ত্যাগ করে নয়, চাকরীর আশায় ।
পূর্ববঙ্গে থেকে যাওয়া উদ্বাস্তুদের পূর্বাসনেও সেসময় ভীষণ অনিয়ম হয়েছে, হয়েছে অবহেলাও। পাঞ্জাবীদের যেভাবে পৃনর্বাসিত করা হয়েছে তার ১০ ভাগ সফলভাবে বাঙ্গালীদের পূনর্বাসন করা হয়নি।
পূর্ববঙ্গের হিন্দুদের যে শুধু কলকাতায় পূর্নবাসন করা হয়েছে তা নয় , ভারতের বিভিন্ন অঞ্চলে তাদের পাঠিয়ে দেয়া হয়েছে। সবচেয় বড় উদ্বাস্তুদের পাঠানো হয় বর্তমানের উত্তরাখান্ডের দন্ডকারন্যে । দন্ডকারন্যে হচ্ছে রামায়নেই সেই জঙ্গল যেখানে রাম সীতাকে বনবাসে পাঠিয়েছিল ।
এছাড়া বিহার, আসাম, ত্রিপুরা এমনকি আন্দামান দ্বীপপুঞ্জেও পাঠানো পুর্ববঙ্গ থেকে যাওয়া হিন্দুদের । মোট ১৬টি রাজ্যে পাঠানো হয়েছিল। শিলগুড়িতেও পাঠানো হয়েছিল বাঙ্গালী হিন্দুদের ।
সেসময় উদ্বাস্তুদের মাসিক ভাতা দেয়া হতো ৪ আনা, ২ কেজি চাল, ২ কেজি ডাল। আর এখন ১ হাজার রুপি ২০ কেজি চাল এবং ডাল পান উদ্বাস্তু শিবিরের বিধবারা।
জমি দেয়া হয়েছিল ১০ /২০ বিঘা যার বেশিরভাগই ছিল জঙ্গল আর অকৃষিজমি । গরুও দেয়া হয়েছিল। ধীরে ধীরে সেই জংগল আর টিলা কেটে কৃষিজমি তৈরী করেন এই উদ্বাস্তুরাই ।
আসামের বেশিরভাগ কৃষিজমি পূর্ববঙ্গ থেকে যাওয়া হিন্দু কৃষকদের হাত ধরে এভাবেই তৈরি হয়েছে। এখন ধান এবং শস্য জোগানদাতা এই জমিগুলো অব্যবহৃত হয়ে পড়েছিল দীর্ঘকাল। ভারত গঠনে এই উদ্বাস্ত মানুষগুলোর অবদান অস্বীকার করা নিশ্চয়ই ইতিহাস সচেতন চিন্তা নয়। আজকের ভারতের এনআরসির চিন্তা একটি জটিলচিন্তা যদি না মানবিক দৃষ্টিতে এর দেখা হয়।
পৃথিবীর প্রাচীণ জনপদগুলো যদিও বিভিন্ন সময় একস্থান থেকে আরেক স্থানে স্থানন্তরিত হয়েছিল । কিন্তু তা ছিল ঐ মানুষগুলোর নিজস্ব প্রয়োজন এবং চিন্তা কিংবা প্রাকৃতিক দুর্যোগ। ৪৭ এর দেশ ভাগ হয়ে গেল তার উল্টো । কিছু রাজনৈতিক মানুষের বিলাসী ভাবনা কয়েক কোটি মানুষের শিকড় মুহুর্তেই উপড়িয়ে ফেলে দিল।এখনও সেই ভেঙ্গে যাওয়া চেতনা নিয়ে বেচে আছে দুই বাঙলার অনেক মানুষ ।
১৯৪৭ সালে জন্ম নেয়া মানুষটি এখন প্রৌঢ়, বয়স ৭৩ বছর। তিনি নিজে কিংবা তার বাবা কিংবা দাদা ছিলেন দেশভাগের বেদনায় আক্রান্ত শেষ প্রজন্ম। তার সন্তানেরা বাস্তবিক অর্থেই ততটা নয়। আজকের বাংলাদেশে জন্ম নেয়া সন্তানটি ঠিক কতটা দেশভাগের বেদনায় নীল হয় তা নির্ধারণ করা মুশকিল। নাকি পরম্পরায় এই বোধ বহমান থাকবে প্রজন্ম থেকে প্রজন্মে?
এই বেদনা কি বাঙ্গালী আজন্ম বয়ে বেড়াবে নাকি ভুলে যাবে একদিন? আবার একটি নুতন সিদ্ধান্ত হবে? উঠে যাবে কাঁটাতার। অবলিলায় প্রতুল গান গাইবে তার বরিশালের জন্ম ভিটায় এসে। আর হাসান আজিজুল বর্ধমানে গিয়ে প্রাণভরে দেখবে তার আগুনপাখি কেমন আছে। তাই যদি হয় তাতে বাঙালীর পরাজয় হবে না। হবে এক মহাকাব্যিক ভুলের অবসান ।
