পারভেজ সেলিম
পৃথিবীতে একসাথে অসংখ্য মানুষ মারা যাবার সবচেয়ে বড় তিনটি কারণ হলো মহামারি, যুদ্ধ এবং দুর্ভিক্ষ। বারবার পৃথিবীতে এই দুর্ভিক্ষ এসে প্রাণ কেড়ে নিয়েছে লক্ষ কোটি মানুষের। কখনো এই দুর্ভিক্ষ এসেছে যুদ্ধের পর আবার কখনো এসেছে মহামারির পর।
আমাদের এই বাংলা অঞ্ঝলেও বিভিন্ন সময়ে দেখা দিয়েছে ভয়ংকর কিছু দুর্ভিক্ষ। বাংলার সবচেয়ে প্রাচীন দুর্ভিক্ষের খবর পাওয়া যায় খ্রিষ্ট্রপূর্ব ৩ শতকের দিকে । মহাস্থানগড়ের শিলালিপিতে এর প্রমাণ পাওয়া যায় ।
এরপরের দেড় হাজার বছরে এই অঞ্চলে বড় কোন দুর্ভিক্ষের খবর পাওয়া যায় না ।
দুই শতাব্দি আগে ইংরেজদের হাতে ক্ষমতা যাবার পর আবার দেখা দেয় দুর্ভিক্ষ । ভয়ংকর দুর্ভিক্ষ। শুধু খেতে না পেরে পথে ঘাটে পড়ে মারা যেতে থাকে অসহায় মানু্ষ।এর আগে এমন ভয়াবহ মানবিক দুর্যোগের মুখোমুখি হতে হয়নি এই অঞ্চলের মানুষেরা। ছিয়াত্বরের মন্বান্তর, তেতাল্লিশের দুর্ভিক্ষ ও ৭৪ এর দুর্ভিক্ষ ছিল বাংলার সবচেয়ে বড় তিন দুর্ভিক্ষ । সেইসব ভয়াবহ দুর্ভিক্ষের তিন পর্বের ধারাবাহিকের আজ প্রথম পর্ব ।
ছিয়াত্তরের মন্বন্তর :
সাল ১৭৭০। বাংলা ১১৭৬। মাত্র কয়েক বছর আগে বাংলার স্বাধীনতার সূর্য অস্তমিত হয়েছে ইংরেজদের কাছে। সেই সময় ভয়াবহ এক দূর্ভিক্ষ নেমে আসে বাংলার বুকে। মারা যায় ১ কোটি মানুষ। বাংলার সবচেয়ে বড় সেই দুর্ভিক্ষের নাম ‘ছিয়াত্তরের মন্বন্তর’। বাংলা ১১৭৬ সালে এই দুর্ভিক্ষ হয় এর নাম ‘ছিয়াত্বরের মন্বন্তর’। দুই বাংলার জনসংখ্যার তিনভাগের একভাগ মানুষ মারা যায় শুধু খেতে না পেয়ে। সংখ্যায় যা ১ কোটি ।
পথে ঘাটে শুধু লাশ আর লাশ। খাবারের অভাবে কীটপতক্ষের মতো মরতে থাকে দুই বাংলার মানুষ। এমন দূর্বিষহ চিত্র এদেশের মানুষ এর আগে কখনো দেখেনি।

পলাশীর প্রান্তরে সিরাজউদ্দৌলা পরাজিত হলে দুইশত বছরের জন্য বাংলার ক্ষমতা চলে যায় ইংরেজদের কাছে। সালটা ১৭৫৭।
এর কিছুদিন পর বাংলায় শুরু হয় দ্বৈত শাসন। নবাবের হাতে থাকে প্রশাসনিক দায়িত্ব আর ইস্ট ইন্ডিয়া কোম্পানী গ্রহণ করে রাজস্ব আদায় ও খরচের ক্ষমতা ।
১৭৬৫ সালে কোম্পানী সাধারন কৃষক প্রজার খাজনা ১০% থেকে বাড়িয়ে ৫০% করে । এত বিশাল খাজনানীতি বাংলাকে ঠেলে দেয় দুর্ভিক্ষের দিকে।
এর সাথে শুরু হয় প্রাকৃতিক দুর্যোগ ।১৭৬৯ সালে ভয়াবহ বন্যা দেখা দেয়। অতিরিক্ত খাজনা আর ভারি বন্যায় কৃষকের গোলা ফাঁকা হয় যায়। শুরু হয় দুর্ভিক্ষ ।
এমন শোনা যায় মরা মানুষের মাংস খাবার কোন কুকুরও পাওয়া যেত না কারন ইতিমধ্যে সকল ককুর মানুষ খেয়ে ফেলেছে । বছরের মাঝামাঝি মানুষ লাশের মাংস খাওয়া শুরু করেছিল।
এমন অবস্থায়ও খাজনা তোলা বন্ধ করেনি ইংরেজরা। শুধু তাই না এমন অবস্থায় পরের বছর আবারো বাড়িয়ে দেয় খাজনা। ৫০ থেকে বাড়িয়ে করা হয় ৬০% । এর ফলে কৃষকদের উৎপাদনের প্রায় সবটুকুই দিয়েদিতে হতো ইংরেজদের লাঠিয়াল বাহিনীকে। নিজের পরিবারকে নিয়ে বাঁচার অংশটুকু থাকতো না। ইংরেজদের এমন অমানবিক আচরণের প্রমাণ পাওয়া যায় তার রাজস্ব আদায়ের নথিতে।
১৭৬৮ সালে আদায় করা রাজস্বের চেয়ে ১৭৭১ সালে আদায়কৃত রাজস্ব ৫ লাখ ২২ হাজার রুপি বেশি ছিল। একদিকে বাংলা কোটি মানুষ না খেয়ে মারা যাচ্ছে আর ইংরেজরা তবু খাজনা আদায়ে অত্যাচার করছে। ‘ছিয়াত্ত্বরের মনান্তরে’র মুল কারণ ছিল ইংরেজদের অমানবিক রাজস্ব নীতি । এরসাথে যুক্ত হয়েছিল উৎপাদনে ঘাটতি।
এই তিন বছর ব্যাপি চলে এই দুর্ভিক্ষ। বীরভুম আর মুর্শিদাবাদ জেলা ছিল সবচেয়ে উপরে ।
ইংরেজরা আসার পর বাংলায় পরপর অনেকগুলো দুর্ভিক্ষ দেখা দেয়। ১৭৭০, ১৭৮৩, ১৮৬৬, ১৮৭৩, ১৮৯২, ১৮৯৭, ১৯৪৩ তার মধ্যে অন্যমত। এর মধ্যে ১৯৪৩ ও ১৭৭০ সালে দুভিক্ষ ছিল সবচেয়ে ভয়াবহ। বাংলার সবচেয়ে বড় তিনটি দুর্ভিক্ষের দুইটিই হয়েছে ইংরেজদের অমানবিকতার কারণে।
